Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in a manner best serving the interest of the College.
A Non-Mandatory Pre-Bid Meeting will be held on January 27, 2026 at 1:00 PM Central Time in Building W, Room W-219 at Harper College, 1200 W. Algonquin Road, Palatine, IL 60067.
All bidders are encouraged to attend and sign in at the meeting. This meeting will be attended by the Owner and Engineer and will be the only opportunity for an escorted walkthrough of the site.
Bidders must comply with Illinois statutory requirements regarding labor, including Equal Employment Opportunity laws.
Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract and shall comply with the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
The successful bidder will enter into a Contract with the Owner in the form of an Agreement as provided in the Project Manual.

Bid security in the form of a bid bond equal to 10% of the aggregate of the Base Bid amount and all Alternate Bid amounts shall be submitted with the bid.
Performance, Labor, and Materials Payment Bonds in the amount of 100% of the Total Contract amount will be required from the successful bidder prior to work on site.
Any bid submitted unsealed, unsigned, by fax transmission, email, or received after the specified date and time may be disqualified and returned to the bidder.
Bidders shall comply with the Business Enterprise Program: Participation and Utilization Plan developed by Harper College. There is a 0% aspirational goal on this contract.
No bid may be withdrawn for a period of ninety (90) days after submission without the consent of the Board of Trustees.
