Law Enforcement Authority of Security Personnel
HCPD officers are appointed by the Harper College Board of Trustees as "conservators of the peace" within the intent of the Illinois Community College Act. Under Chapter 110, Illinois Compiled Statutes, Section 805/3-42.1,
"Members of the security department shall be conservators of the peace and as such shall have all powers possessed by policemen in cities, and sheriffs in counties, including the power to make arrests on view or warrants of violations of state statutes and city or county ordinances of the counties in which the community college is located when such is required for the protection of community college properties and interests, and its students and personnel and within such counties when specifically requested by appropriate state or local law enforcement officials. Such officers have no power to serve and execute civil process."
They cooperate with all law enforcement agencies and investigate crime reports from members of the College community. Reports not relating to Harper College are referred to the appropriate agency.
Chief of Police
Chief Claude Casaletto completed his Associates Degree in Criminal Justice at Oakton Community College and earned both his Bachelor’s and Master’s degrees from National Louis University. Claude is also a graduate from Northwestern University’s School of Police Staff and Command and the FBI National Academy in Quantico Virginia class #230. Claude served with the Northfield Police Department from 1988 until his retirement in 2018. During his law enforcement career Claude served as patrol officer, Corporal, Sergeant and Deputy Police Chief. Other assignments that Claude has participated in over his career have been; Perimeter team leader on the Northern Illinois Police Alarm System, Range Officer, Field Training Officer, Emergency Medical Technician, Rapid Deployment/Active shooter instructor, patrol carbine instructor, Use of Force instructor and Evidence Technician.
Deputy Chief of Police
Randy completed his Associate’s degree in Criminal Justice at Harper College and earned both his Bachelor’s and Master’s degrees from Western Illinois University. Randy also is a graduate of the Southern Police Institute Administrative Officers Course in Louisville, Kentucky. Randy served with the Palatine Police Department from 1985 until his retirement in 2013. During his law enforcement career Randy served as a patrol officer, School Resource Officer at Palatine High School, Juvenile Officer, Investigation Sergeant, Patrol Sergeant, Patrol Commander, and Commander of Planning and Research.
Corporal Thomas Koch
Day Shift - 7 a.m. to 3 p.m.
Tom Koch has been a police officer since 1977 and currently is the Team Leader for the day shift. He earned his Associate's Degree in Business Administration/Computer Programming from the City Colleges of Chicago. Prior to beginning his employment with the Harper College Police in 2008 Officer Koch served with the Illinois State Police in the ranks of Trooper, Sergeant, and Master Sergeant. Corporal Richard Nowaczyk
Midnight Shift - 11 p.m. to 7 a.m.
Rich Nowaczyk has been a police officer since 1977. He joined the Harper College Police in 2009. Rich earned his Bachelor's Degree in Criminal Justice from Loyola University of Chicago. Rich is a Field Training Officer, Crisis Intervention Officer, and currently the Team Leader for the midnight shift. Rich started his police career with the Illinois State Police, where he was a Trooper for 7 years and a Special Agent/Investigator for 22 years. Corporal Michael Healy
Afternoon Shift - 3 p.m. to 11 p.m.
Mike Healy began his employment with the Harper College Police Department in June 2014. He holds an Associate Degree in Law Enforcement. In his law enforcement career of more than 30 years he has held several positions, most recently serving as a Patrol Sergeant. He worked in partnership for almost two decades with local schools as the school crossing safety liaison. He is most proud of the influence he has had on the lives of school students in his role as DARE Instructor and School Safety Officer. Atif Bukhari joined the Harper College Police Department in February of 2013. Atif began his employment with the Harper Police as a Community Service Officer before being promoted to Police Officer in July of 2014. Prior to being employed at Harper College Police Department, Atif completed an internship with Statewide Terrorism and Intelligence Center (Illinois State Police) as an Analyst. In 2012 Atif graduated with Honors from Western Illinois University where he obtained his Bachelor's degree in Law Enforcement and Justice Administration with a minor in Homeland Security. He is currently pursuing a Master's Degree in Homeland Security Management and Cyber Security Policy from Long Island University. Melissa Harrah joined the Harper College Police in 2013. She earned a Bachelor of Arts Degree in Criminal Justice from Aurora University and is a graduate of the Suburban Law Enforcement Academy (SLEA). Officer Harrah may be contacted at email@example.com.
Myles Greenberg became a police officer in 1986. Prior to joining the Harper College Police Department in 2014, Officer Greenberg served with the Elk Grove Village Police Department. Officer Greenberg earned his Bachelor's degree in Law Enforcement Administration from Western Illinois University. During his career he specialized in traffic law enforcement and crash investigation, and achieved a certification from the State of Illinois as a Traffic Crash Reconstructionist. Kris Larson joined the Harper College Police Department in 2003. He earned a Bachelor's degree in Criminal Justice from Concordia University and served in the Army National Guard, Officer Larson has attended various law enforcement training schools, including Juvenile Theory and Law, Police Mountain Bike Patrol, and the John E. Reid Interview and Interrogation School. Kris Larson is originally from Green Bay, WI. In his spare time Officer Larson likes to jog on the Chicago lake path, lift weights, and cheer on the Green Bay Packers and the Wisconsin Badgers. Steve Liggio has been a police officer since 1994. Prior to his joining the Harper College Police in 2002 he served with the Carpentersville Police Department. Steve earned his Bachelor of Science Degree in Criminal Justice from the State University of New York College at Brockport. Steve completed the Cook County Sheriff's Police Academy in 1994. He is a certified firearms instructor and armorer. Steve is also a certified Crisis Intervention Officer and a member of the International Law Enforcement Educators and Trainer's Association. Steve has been involved in several campus organizations including, President's Task Force on Diversity and Inclusion 2012-2013, Shared Governance Diversity and Inclusion Committee, Liaison to Harper Pride Club, Member Faculty and Staff LGBT Employee Resource Group SAFE@Harper. Stu Schmidt has been serving with the Harper College Police since 2003 when he was hired as a part-time Community Service Officer. In 2016 Stu took the next step in his career when he was promoted to a full-time police officer and he began his Basic Police Officer Certification training at the Suburban Law Enforcement Academy in Glen Ellyn. Stu received his associate degree in Law Enforcement and Justice Administration from Harper College in 2009 and he is a graduate of Judson University in 2015 where he earned a bachelor’s degree in Management and Leadership. Agnieszka “Aggie” Wajda
Officer Wajda came to the United States with her family from Poland in 2002. After High School she volunteered to serve in the US Navy for five years. Aggie earned her Associates in Arts degree in Law Enforcement and Justice Administration from Harper College in 2014. She completed her Bachelor’s Degree in Criminology and minored in Interior design and graduated from National Lewis University in 2015. Aggie became a Harper College Police Officer in 2016. Officer Randy Hegland became a police officer in 1989. Prior to joining the Harper Police Department in 2017, Officer Hegland served with the Grayslake Police Department. Officer Hegland earned his Associate Degree in Police Science Administration from Triton College.
