Harper College Registered Sex Offender Registration and Campus Access Procedure

The Campus Sex Crimes Prevention Act, which became effective on October 28, 2002, is a federal law that provides for the tracking of convicted sex offenders enrolled at or employed by institutions of higher education. This Act requires colleges to issue a statement advising the campus community where information concerning registered sex offenders may be obtained and makes the college responsible for providing the name, address, birth date, place of employment, school attended, and offense to any individual on campus requesting information concerning sex offenders attending or employed by the college.

The Illinois State Police maintain a list of all sex offenders required to register in the State of Illinois. This database is updated daily and can be found at https://sor.isp.illinois.gov/sorpublic/. The Harper College Police Department (HCPD) also maintains a sex offender list that contains the names and information for all known sex offenders enrolled at or employed by Harper College. This sex offender list is available for the college community to view at the Harper College Police Department Building B.

Additionally, federal and state laws require sex offenders to take certain steps upon enrollment in an institution of higher education, regardless of whether their enrollment is full or part time. Pursuant to the Campus Sex Crimes Prevention Act, individuals are required to register as a sex offender in the jurisdiction where their residence is located and in the jurisdiction where the college they attend is located.

In order to comply with federal and state registration requirements related to college enrollment or employment, a sex offender must register within 3 days of attendance at a college or is employed for a period of 5 or more days (or for an aggregate period of time of more than 30 days during any calendar year) by reporting in person to the Harper College Police Department. Students who fail to register their status as sex offender are in violation of the registration act and face arrest and expulsion from the college.

The procedure below will be followed for individuals who are a registered sex offender who intend to enroll at Harper College as a student:

HCPD will maintain a list of adult registered sex offender students and employees. The list will contain identifier information as outlined in the Campus Sex Crimes Prevention Act. This information will be available for review by any person requesting information on registered sex offenders (juveniles excluded) enrolled or employed by the college.
Once a registered sex offender has registered with HCPD a notification will be sent to Enrollment Services, Dean of Students, Supervisor of the Harper College Early Childhood Laboratory School, Manager of Operations and Youth Programming (and any other program solely serving students under the age of 18).
Once notified, Enrollment Services will review the initial (and subsequent) class schedules of the individual(s) included on the HCPD list for the duration of their time as an enrolled student at Harper College. The review will determine if there is a class schedule conflict and whether additional restrictions should be put in place.
1. As part of this review, if a registered sex offender student is found to be enrolled in a college class along with a student who is under the age of 18, with the assistance of the Harper College staff, the registered sex offender must:
  1. enroll in alternate course section that does not contain minors
  2. drop the conflicting course all together
  3. enroll in unrelated course
After review, if a conflict with class schedule or additional restrictions are found to be needed, the Dean of Students and Chief of Police (or designee) will meet with the individual to review:
1. Any schedule conflict requiring class change.
2. Any additional restrictions the student must abide by while on the campus.
3. A reminder that his/her failure to comply with the restrictions outlined in the notification may result in denial of enrollment, access to campus and /or the decision to initiate police action against them by Harper College Police Department.
