Sealed bids will be received by Harper College (Owner) on February 10, 2026 until 11:00 AM Central Time for the Harper College 2026 Campus Safety Bollards Project (Project Number Q01224).

Project Scope

The project includes, but is not limited to, the following:

  • Mobilization
  • Site preparation
  • Demolition
  • Excavation
  • Concrete foundations and flatwork
  • Utility work
  • Landscaping
  • Restoration

Owner Rights

Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in a manner best serving the interest of the College.

Pre-Bid Meeting

A non-mandatory pre-bid meeting will be held on January 23, 2026 at 1:00 PM Central Time at:

All bidders are encouraged to attend and sign in. This meeting will be attended by the Owner and Engineer and will be the only opportunity for an escorted site walk-through.

Labor and Wage Requirements

  • Bidders must comply with Illinois statutory labor requirements, including Equal Employment Opportunity laws.
  • Contractors must pay prevailing wages in accordance with the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).

Contract Requirements

  • The successful bidder will enter into a contract with the Owner in the form of an Agreement provided in the Project Manual.
  • Bid security in the form of a bid bond equal to ten percent (10%) of the combined Base Bid and all Alternate Bid amounts is required.
  • Performance, Labor, and Materials Payment Bonds equal to one hundred percent (100%) of the total contract amount will be required prior to work on site.

Additional Requirements

  • Any bid submitted unsealed, unsigned, via fax, email, or received after the stated deadline may be disqualified and returned to the bidder.
  • Bidders must comply with the Harper College Business Enterprise Program. There is a zero percent (0%) aspirational participation goal for this contract.
  • No bid may be withdrawn for ninety (90) days after submission without the consent of the Board of Trustees.
