The four-year Strategic Plan (FY2026-2029) is a result of broad engagement in a community-based
planning process. Three overarching themes provided guiding direction for the development
of the plan goals: Inclusive and Supportive Community, Innovative and Responsive Education,

In fall 2024, Harper College embarked on a year-long journey to design a strategic plan that will guide our institution for the next four years. Our process — Participate. Discover. Focus. — was intentionally inclusive, engaging voices from across our district and beyond. Residents, employers, educators, students, and our Board of Trustees joined us in shaping the future of Harper College.
This publication highlights our planning process and presents the goals and targets of the FY2026–2029 Strategic Plan, formally approved by our Board of Trustees in June 2025. The plan reflects Harper College’s values, a rigorous examination of internal and external data, and the collective voice of our community.
